GENERAL DIRECTORATE OF THE TURKISH GRAIN BOARD (TMO) MARCH 2026 ANNOUNCEMENT ON THE SALE OF IMPORTED BREAD WHEAT

Dear Member,

In accordance with the instruction dated 24 February 2026 issued by the General Directorate of the Turkish Grain Board (TMO), a total of 300,000 tonnes of imported bread wheat (12.5% protein content) has been offered for sale to flour and bulgur factories.


Terms of Sale

  • Sale Price: TRY 13,500 per tonne (excluding VAT and handling charge)
  • Handling Charge: TRY 150 per tonne
  • Method of Sale: Cash payment in advance
  • Place of Delivery: Delivered at port (İskenderun, Adana, Mersin, İzmir, Bandırma, Tekirdağ, Samsun)
  • Delivery: Primarily ex-vessel

Sales will be carried out to flour and bulgur factories based on actual consumption (one-month consumption basis).


Application and Payment Schedule

  • Demand Collection Period: 24–26 February 2026 (until 14:00)
  • Payment Period (Tekirdağ Port): 27 February – 04 March 2026
  • Payment Period (Other Ports): 27 February – 10 March 2026

Applications must be submitted via the TMO Electronic Procurement and Sales Platform (ELASP).


Documents Required for Application

  • Certificate of Activity dated 01 February 2026 or later, approved by our Chamber
  • Current Capacity Report
  • Actual Consumption Certificate for the year 2025
    • Sample document for flour factories
    • Sample document for bulgur factories
  • Electricity consumption certificate for 2025
  • For exporting companies, a letter evidencing exports realised under the Inward Processing Regime (IPR)

Actual consumption quantities will be assessed through comparison with energy consumption data.


Important Notes

  • The hinterland application principle shall apply. Companies may only apply to the nearest designated port.
  • In the event of any falsification or irregularity detected in the required documentation, the relevant company shall be banned from sales for a period of two years.
  • Companies are obliged to purchase 2023 crop year bread wheat in an amount equivalent to the quantity of imported wheat purchased.

For detailed information and application procedures, transactions must be carried out through the ELASP system.
